Register for an Account
Before applying for a parking permit, you must register for an account. Follow the easy steps below to register.

Visit the D.C. Transportation Online Permitting System website. Click ‘Register’ on the TOPS homepage.

Choose the type of application that best suits you. Click “Next” to proceed.

Complete the User Registration profile. Click “Next” to proceed.

You have successfully registered an account! Now return to the homepage to log in.
Apply for a Permit

Log in to your account by clicking “Login” on the TOPS website.

Click “Enter” in the “Parking/Occupancy Permit” tab.

Click “Apply for Parking Signs/Temporary Occupancy Permits”.

Click “Moving Truck” in the “Reserved Parking” tab.

Enter the address for the permit. Click “Next” to continue.

Choose a start date and end date. Click “Next” to continue.

Enter parking and occupancy details. If you choose to place a permit on metered spaces, TOPS will provide a list of parking meter numbers for meters on your block. Select the meters that most closely match your street address number. If you choose unmetered spaces, select how many car spaces you will need. TOPS requires selecting a minimum of 4 unmetered car spaces. Click “Next” to continue.

Choose any restrictions that apply to your address. Click “Next” to continue.

Review the estimated fee summary. Click “Next” to continue.

Finally, enter the information associated with the permit. When complete, click “Submit” to submit your application!
